18 Month DA Arrears: Before the increase in dearness allowance, the Confederation of Central Government Employees and Workers has again raised the issue of many demands including the pending DA arrears from July 2020 to January 2021 in front of the central government.

18 Month DA Arrears: On one hand, the Modi government at the Center is preparing to increase the dearness allowance again from January 2025, on the other hand, more than 1 crore central employees pensioners are waiting for the arrears of DA of 18 months stopped during the Corona epidemic.

18 Month DA Arrears: According to media reports, before the increase in dearness allowance, the Confederation of Central Government Employees and Workers has again raised the issue of many demands including the pending DA arrears from July 2020 to January 2021 in front of the central government. Their demand is that the central government should pay these pending dues as it is the right of the employees and pensioners. But the government has not accepted this demand till now. Many pending demands from the central government should be resolved as soon as possible.

DA is pending from July 2020 to January 2021

  • Actually, the Central Government increases the DA of government employees twice a year – in January and July, but in the year 2020, the Central Government increased the DA but due to the Kovid epidemic, DA was stopped for 18 months (July 2020 to January 2021). During this period, the employees have to get DA in three installments, which has not been received yet, due to which there is resentment among the employees.
  • The employees were hoping that the Finance Minister could make an announcement in this regard in the Budget 2025-26, but this did not happen. Even in the Parliament session after the budget, Minister of State for Finance Pankaj Chaudhary also refused to give DA arrears of 18 months in response to a question. Now once again the employees have raised the demand for arrears, now it remains to be seen what stand the Central Government takes on this.

These are the main demands of the Federation

  • The Confederation wants the appointment of the members of the committee including the chairman under the 8th Central Pay Commission.
  • The New Pension Scheme should be abolished and the Old Pension Scheme (OPS) should be restored.
  • The three DA installments stopped during the Covid pandemic should be paid.
  • The amount deducted from the pension of employees and pensioners should be restored in 12 years (currently this period is 15 years).
  • The 5% limit for giving jobs on compassionate grounds should be removed and all eligible applicants should be given appointment.
  • The vacant posts in all departments should be filled immediately and outsourcing and privatization in government departments should be stopped.
  • Employee organizations should be allowed to work democratically.

If the payment was made, would they have got up to Rs 2.20 lakh for DA arrears?

  • Shivgopal Mishra of the National Council of JCM says that the DA arrears of Level-1 employees range from Rs 11,880 to Rs 37,554.
  • If the calculation is done for Level-13 (7TH CPC Basic Pay Scale Rs. 1,23,100 to Rs. 2,15,900) or Level-14 (Pay Scale), then an employee is to be paid dearness allowance arrears of Rs. 1,44,200 to Rs. 2,18,200 in his hand.
  • If the basic salary of the employee is Rs. 18,000, he can get DA arrears of 3 months (4,320+3,240+4,320) = Rs. 11,880.
  • If the basic salary of the employee is Rs. 56,000, he is to be paid DA arrears of 3 months (13,656 + 10,242 + 13,656) = Rs. 37,554.
  • Level-13 (7TH CPC Basic Pay Scale Rs. 1,23,100 to Rs. 2,15,900).
  • DA arrears for Level-14 (Pay Scale) are to be paid from Rs. 1,44,200 to Rs. 2,18,200.
