7th pay commission: The biggest news has come out for central employees and pensioners. There is hope for payment of 18 months arrears of dearness allowance and dearness relief withheld during the Kovid epidemic. The central government can take a decision on this soon. On the other hand, there is constant pressure from the employees. After a meeting of the staff side held last month, efforts are being made to resolve this issue continuously. On 18 August 2022, the Secretary (Staff Side) of the National Council, Shiv Gopal Mishra has sent a letter to the Cabinet Secretary and the President of the National Council. In the letter, a demand has been made for payment of arrears of dearness allowance and dearness relief for 1 January 2020, 1 July 2020 and 1 January 2021. The copy of the letter is with Zee Business Digital., Now it is expected that in the month of November, this matter can be discussed with the Cabinet Secretary. Also, employees can get their DA Arrear paid. However, nothing has been said by the government in this matter yet.

What is the demand placed in the letter?
It has been said in the letter that a detailed discussion has been held with the government regarding DA arrears (18 Months DA Arrear). Simultaneously, the Secretary and the members of the National Council are ready to discuss the modalities of payment of dues. Valid payment of arrears of Dearness Allowance for 18 months needs to be considered. Because, all the central government employees were on duty during the COVID-19 pandemic and now the financial conditions have also improved after the COVID-19 pandemic, so necessary action is requested to be taken in this matter. Instructions should be issued for payment of arrears of 18 months of dearness allowance.

Referred to the decision of the Supreme Court
Shiv Gopal Mishra has also mentioned the Supreme Court’s decision dated 08 February 2021 in a letter to the Cabinet Secretary. The Supreme Court had said in its decision that due to the economic crisis, the salary and pension of the employees can be stopped immediately, but it will have to be given back to the employees when the situation improves. This is the right of the employees. Payment should be made as per law.

Employees performed their duty
According to Shiv Gopal Mishra, the central government is well aware that the employees working under the ministries of Army, Railways, Health, Rural Development, Agriculture and other ministries have done their duty during the Corona period. At the beginning of the year 2020, the Center had announced that there will be no increase in DA, DR and other related allowances for government employees. Even after this, the employees worked without any demand. Now they should be paid.

Loss to employees who retired or died during the Corona period
During the epidemic, there have been many economic problems due to non-availability of dearness allowance and dearness relief to government employees and pensioners. During this many central employees retired and some employees and pensioners died. Due to non-payment of DA and DR, such employees have suffered a lot. It is necessary to compensate the gratuity and other payments of the employees who retired between January 1, 2020 and June 30, 2021. It was no fault of those employees. Let us tell you that by stopping 11 percent DA of the employees, the government had saved Rs 40,000 crore.

Demand to make lump sum payment of DA Arrear
The Central Employees Union and Employees Unions had given several options regarding the payment of DA arrears of central employees pending for 18 months. These included one-time payment of dues. At the same time, employee organizations are ready to discuss other methods as well. The Indian Pensioners Forum had appealed to Prime Minister Modi to pay the arrears of dearness allowance and dearness relief to central employees and pensioners. The forum, in a letter to the PM, had urged to settle the matter at the earliest. But, till now the Center has not taken any decision in this regard. If DA arrears are paid by the central government, then it will benefit the existing 48 lakh employees and more than 64 lakh pensioners.
