Actually, recently the Ministry of Health and Family Welfare has issued a new directive regarding the issuance of Central Government Health Scheme (CGHS) card. The ministry has clarified that employees whose monthly salary deduction includes contribution to CGHS are automatically entitled to receive CGHS service card. This applies even if they have not applied for the card. The purpose of this decision is to ensure that employees are not unfairly deprived of health benefits due to non-application.

Why the decision was taken

Actually, many central employees fail to apply for CGHS card despite contributing. The ministry has considered it unfair to prevent access to CGHS facilities under these circumstances. The purpose of automatically issuing CGHS card is to improve this situation. This is to ensure that no contributing employee is deprived of the benefits they are entitled to. CGHS is a mandatory health scheme and deductions start automatically for employees whose residential area falls within the CGHS dispensary area. It is necessary for these employees to apply separately for CGHS card.

This is the ministry’s argument

According to the ministry, if CGHS contribution is being compulsorily deducted from the monthly salary of a government employee, then it would be unfair to deny the benefit of CGHS facilities on the ground that he has not applied for the card. Apart from this, the Health Ministry has directed the administrative branches to ensure that CGHS cards are automatically issued to the concerned employees.
