8th Pay Commission: The central government has rejected any plan to merge the DA of employees and pensioners into the basic salary. The employees had put forward this demand, but the government insisted that accepting it would increase the financial burden. The government revises the rates of DA every 6 months.

8th Pay Commission: There is no plan to merge Dearness Allowance (DA) and Dearness Relief (DR) for central government employees and pensioners into the basic salary / pension. The government gave this information in a written reply to a question in the Rajya Sabha. Some employee organizations were demanding 50% DA to be merged into the basic salary. But, the Sixth Pay Commission had recommended not to merge DA into the basic salary. The government had accepted this recommendation.

Minister of State for Finance Pankaj Chaudhary said on Tuesday that no such proposal is under consideration. The government revises the rates of DA / DR every 6 months. Finance Minister Nirmala Sitharaman said on Monday that more than 36 lakh employees and pensioners will benefit from the 8th Central Pay Commission (CPC). The government has decided to constitute the 8th CPC. When its report will be submitted to the government, it will be decided when the time comes.

Employee organizations had raised the demand

Some employee organizations are demanding to merge DA with the basic salary. They say that DA has increased to more than 50%. The National Council of Joint Consultative Machinery (NC-JCM) also held a meeting with the Department of Personnel and Training (DoPT) in this regard. In this meeting, NC-JCM told DoPT Secretary Rachna Shah that DA has increased to more than 50%. In such a situation, it should be merged with the basic salary.

But, the government has currently refused to accept this demand. Minister of State for Finance Pankaj Chaudhary said that the government does not have any such proposal. He said that DA / DR is given to employees and pensioners so that inflation does not affect their salary / pension. He also said that the government changes the rates of DA / DR every 6 months.

Employee organizations say that it is necessary to merge DA with basic salary. This will provide financial security to the employees. Inflation is constantly increasing. In such a situation, merging DA with basic salary will be in the interest of the employees.

What does the government realize?

The government says that merging DA with basic salary will increase the financial burden on the government. In such a situation, the government is not considering this proposal at the moment. But, the government takes care of the interests of the employees and keeps changing the rates of DA from time to time.

Pankaj Chaudhary said that since the implementation of the recommendations of the 7th Central Pay Commission from January 1, 2016, 15 installments of DA / DR have been given so far.

Meanwhile, Finance Minister Nirmala Sitharaman also gave information about the 8th CPC. She said that more than 36 lakh employees and pensioners of the Central Government will benefit from the 8th CPC. Apart from this, employees and pensioners of the defense sector will also get its benefit. He also informed that the government has decided to constitute the 8th CPC.
