The government constitutes a Pay Commission every ten years to make changes in the salary structure of central employees. The salary of central employees is decided only on the basis of its recommendations. Till now, pay commissions have been formed seven times. The first Pay Commission in the country was constituted in January 1946 and the seventh Pay Commission was constituted on February 28, 2014.
The recommendations of the Seventh Pay Commission were implemented in 2016. Now the central employees are eagerly waiting for the eighth pay commission. But the government has once again made it clear that at present it does not have any proposal under consideration to create an eighth pay commission.
Minister of State for Finance Pankaj Choudhary said in the Rajya Sabha that the government does not have any proposal for the formation of the 8th Pay Commission under consideration. He also said that the government has not even considered the recommendation to revise the pay matrix of Central Government employees without waiting for 10 years. The government has already said that there should be no need to constitute another Pay Commission to review the salaries, allowances and pensions given to central employees and pensioners as per the recommendations of the Seventh Pay Commission. But work should be done on a new system to review and amend the pay matrix.
How will the salary increase?
Chaudhary had earlier said in Parliament that the government is working on a system by which the salary of employees will increase on the basis of their performance (Performance Linked Increment). He had said that all allowances and salaries can be reviewed on the basis of Aykroyd formula. Meanwhile, the government may soon announce dearness allowance for central employees. The government increases dearness allowance twice a year. The first is for the period from January to June and the second is for the period from July to December. Currently it is 42 percent and there is a possibility of increase of four percent.
