The central government had frozen the DA dues to central government employees and pensioners during Covid 19 for 18 months. The Central Government, justifying its decision, replied in the Lok Sabha that the arrears of DA and DR, which are related to the year 2020-21, will be released by the government in the year 2020 due to the negative financial effects of Covid 19 and in the financial year 2020-21. Funding of programs implemented for the betterment of the people was stopped.

In response to a question in the Lok Sabha, Union Minister of State for Finance Pankaj Chowdhary said that the decision to freeze three installments of Dearness Allowance (DA) and Dearness Relief (DR) to central government employees and pensioners will be taken from January 1, 2020, July 1, 2020 and Was taken on January 1, 2021 due to Covid 19. This decision was taken so that there is less pressure on the government money.
In the year 2020, due to the weak financial condition due to the pandemic and the money spent by the government for the welfare of the people, it cannot be considered practical to release the arrears of DA and DR. Still, the government’s fiscal deficit is almost double the level specified in the FRBM Act. The central government had saved Rs 34402.32 crore due to freezing of DA and DR for 18 months.
