The Parliament’s Standing Committee on Labor has submitted its final report on the Social Security Code, 2019 (Code of Social Security, 2019) to Lok Sabha Speaker Om Birla, which will replace nine laws related to social security of workers. In its report submitted to the Lok Sabha Speaker, the committee has said that such provisions can be applied to all types of employees including contract workers, seasonal laborers, fixed rate workers and daily / monthly salaried employees. The committee has emphasized that in the event of an employer not paying dues, there should be a strong redressal mechanism

Insisting on reducing the time limit of gratuity to 1 year, the committee has stated in its report that most of the employees are appointed for short period, which makes them unfit to get gratuity as per the existing norms. Therefore, the committee wants that the 5-year time limit prescribed under the Gratuity Payment Code be reduced to one year of continuous service. It further recommended that this facility should be extended to all types of employees, including contract laborers, seasonal workers and fixed-term employees and daily / monthly wage workers.
