India (India) said local manufacturers to Chinese ( China has imposed anti-dumping duties for five years on five Chinese products including) Cheap imports of certain aluminum goods and chemicals to prevent (antidumping duties).
As per separate notifications of the Central Board of Indirect Taxes and Customs (CBIC), anti-dumping duty has been imposed on certain flat rolled products of aluminum, sodium hydrosulfite, silicone sealant, hydrofluorocarbon (HFC) component R-32 and hydrofluorocarbon mixture .
Why is anti-dumping duty imposed?
These anti-dumping duties have been imposed following the recommendations of the Directorate General of Trade Remedies (DGTR), the investigative arm of the commerce ministry.
The DGTR has concluded in separate investigations that these products have been exported by China at below normal value to the Indian markets, resulting in dumping. DGTR has said that domestic industries have suffered due to this dumping.
The CBIC has also imposed duty on a vehicle component – axle for trailers in CKD/SKD (complete and semi-knocked down) to protect domestic manufacturers from cheap Chinese imports, by media reports
Similarly, it has also imposed duty on import of calcined gypsum powder from Iran, Oman, Saudi Arabia and United Arab Emirates for five years.
Why is anti-dumping duty levied?
Countries initiate anti-dumping investigations to determine whether the domestic industry has suffered from an increase in foreign imports below cost. If so, they impose anti-dumping duty under the rules of the multilateral WTO.
Anti-dumping measures are taken to ensure fair trade and to provide level playing field to the domestic industry. Both India and China are members of the Geneva-based World Trade Organization (WTO).
Significantly, India has initiated maximum anti-dumping cases against dumped imports from China.
