The court postponed hearing the matter for a week and asked Solicitor General Tushar Mehta to file a reply in the court after taking instructions from the Central Government and Delhi Government. Although counter affidavits were filed in the Supreme Court on behalf of Uttar Pradesh and Haryana, but their copy was not even on record with the judges. The court has also ordered him to appear on record at the next hearing.
Orders given during the hearing on PIL
These orders were issued by a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah while hearing the PIL filed on behalf of Rohit Bhalla. Counsel appearing on behalf of the petitioner said that Delhi NCR has been developed from the concept of a full NCR, but during the lockdown it is difficult to move from Delhi to Noida, Ghaziabad, Faridabad and Gurugram etc. where the state governments have penetrated the borders She does not give.

The petitioner contended that restraining on boundaries in the NCR region is against the concept of NCR. The entire NCR should be seen as one region. The petition said that the central and state governments should jointly create a common portal on which people can get online passes so that people do not face problems in the NCR.
Priority of health and life of the people of the states
It has also alleged that the state governments of NCR are not following the orders of the Center. During the hearing, Advocate Garima Prasad, appearing for the Uttar Pradesh government, said that the state government is following all the orders of the Center, but it is important that the border movement is a little controlled. People connected with essential goods and essential services are also being allowed to come. The state government is doing this keeping in mind the health and life priority of the people.
More cases than Noida in Delhi
Garima Prasad said that at present there are only 293 positive cases of corona in Noida while the number of positive patients in Delhi is 1108. The population of Delhi is ten times more than the population of Noida, while the number of corona infected patients is 37 times more in Delhi. He said that at the national and international level, the number of infected people in Noida is still very low. The state government is issuing passes for essential services and following the order of the Delhi High Court, lawyers are also being allowed to come with the permission of the Delhi government.
States have the right to decide
On the other hand, the lawyer appearing for Haryana said that the Haryana government is issuing passes to those coming to Delhi. The bench said on the plea of the petitioner that the state governments are free to decide the policy accordingly. However, the court asked the petitioner to give a copy of the petition to the Solicitor General Tushar Mehta and the Solicitor General would file an answer in the court after taking instructions from the Central Government and Delhi.
