The central government is currently working with the states to make better policies for the workers. According to Business Standard, the Union Labor Ministry may call a meeting with the labor ministers of all the states and union territories in early December to implement the 4 new labor codes and discuss labor welfare policies. This will help in assessing the preparations of the states.

An attempt will be made to include all the states and union territories in this Chintan Shivir. These codes are part of the long-pending reform agenda of the Center.

According to the report, as part of the preparations for the meeting, all the states have been asked to present a comparative study of the draft rules prepared by them and the model rules prepared by the central government. This will help the central government to identify the shortcomings and remove them quickly.

The rules of the governments are different

Last year, the government agency V.V. A study released by Giri National Labor Institute said that the rules made by different states and union territories are very different from the central rules. The agency had reported that only 24 states or union territories have made rules under all 4 codes and the status of West Bengal, Meghalaya, Nagaland, Lakshadweep and Dadra and Nagar Haveli is not clear yet.

This step has been taken after 6 regional conferences held recently in different parts of the country. Labor officials from the Center and different states participated in these, in which issues like labor reforms, e-shram portal, creating quality employment and building and other construction workers were discussed.

According to the report, this conference will be organized in the spirit of cooperative federalism, in which important labor-related issues along with labor codes will be discussed. This will help in creating more synergy between the central and state governments in making better policies and ensuring effective implementation of schemes for the welfare of workers.”

Earlier, a similar meeting was held in Tirupati in August 2022, in which labor ministers of 19 states participated. It was named ‘Vision Shramev Jayate @ 2047’. It focused on improving female labor force participation and ensuring gender equality and leveraging new types of work like remote working and gig work to create employment.
