Changes in tender rules to keep Chinese companies away

Rajiv Kumar, New Delhi. A day earlier, the Department of Telecommunications has decided to keep Chinese companies away. It is now believed that the rules of participating in the tender can be changed to keep Chinese companies away from each sector. It is being envisaged that only those companies which have manufacturing facility in India and service network in India can participate in the tender. Considering the possibility of Chinese companies taking part in the tenders from the Telecom Department to the Railway and Renewable Department, a change of rules has begun to be considered. 

According to experts, given the rules of the World Trade Organization (WTO), no country can be directly denied to participate in the global tender. In such a situation, China can be stopped only by imposing various kinds of conditions. Saurabh Kumar, MD of EESL, a government company working under the Ministry of Power, said that in the last four-five years, EESL has sold about 15,000 crores of electronics items. Shopped Global tenders were issued for this purchase, but no Chinese company could participate in the tender.

According to Kumar, the condition of each of their tenders is that the company participating in the tender should have a manufacturing facility and service network in India in which 80 per cent of the local people have a stake. He said that to supply to EESL, Philips asked for 1 million bulbs from its unit set up in China, which EESL refused to accept. 



10,000 smart meters of an Indonesian company have not been installed till date because they were built in China. Kumar said that China dominates the solar panel and electric vehicle, but due to its conditions in the tenders related to both these items, EESL was successful in keeping China away. China companies are expected to get the tenders of telecom, electricity and renewable sector. The 62,000 MW power plant in the country has Chinese equipment. Solar panels are also imported from China in large quantities. Devices from telecom companies also come from China.
