Coaching Guidelines: The proposed guidelines for Coaching Center Regulation 2024 issued by the Center suggest that students below 16 years of age should not be enrolled in coaching centres.
Now the Central Government has made preparations to curb the arbitrariness of private coaching centres. According to these new guidelines, now no one will be able to open a private coaching center anywhere and anytime. For this, first of all he will have to register. Not only this, now children below 16 years of age will not be allowed to enroll for studies in the coaching centre. Coaching centers will not be able to charge arbitrary fees from any student.
The Center has given this guideline in view of the increasing suicide cases of students preparing for NEET or JEE across the country and the arbitrariness of unbridled coaching centers in the country. According to the guidelines, coaching centers for professional courses like IIT JEE, MBBS, NEET should have NOC related to fire and building safety. Psychological and mental health related support should also be provided to the students to overcome their problems related to the pressure of examinations and success.
Guidelines have been issued earlier also
Guidelines for Registration and Regulation of Coaching Centers 2024 have already been sent to the states and union territories. Some states already have laws related to regulation of coaching institutes, amid the increasing number of private coaching centers charging high fees and opening up at various places and the increasing cases of suicide there, the Central Government has proposed this model guideline.
The guidelines state that in view of the tough competition and academic pressure on students, coaching centers should take necessary steps for the welfare of children. Coaching institutes will save students from stress and depression and provide them mental health related help by taking the help of experienced psychologists.
Heavy fine will be imposed if rules are broken
Coaching centers will have to pay heavy fine for not registering as per the guidelines and violating the terms and conditions. The coaching center will have to be prepared for a heavy fine of Rs 25,000 for the first violation, Rs 1 lakh for the second and cancellation of registration for the third offence.
Fees will be refunded within 10 days
According to the guidelines, fees cannot be increased during the duration of the course. If a student applies to leave the course midway despite making full payment, then the money for the remaining duration of the course will have to be refunded. Hostel and mess fees will also be included in the refund.
Class will not last more than 5 hours
Under no circumstances will coaching classes be conducted during the timing of students studying in schools or institutions. Classes will not run for more than 5 hours in a day. There will be no early morning and late night classes. Students and teachers will get a week off. During festivals, coaching centers will give students an opportunity to connect with family and increase emotional attachment.
Children below 16 years will not be enrolled

The guidelines also suggest that coaching centers should not make misleading promises or guarantee ranks to parents and students.
Tutors with low qualifications will not be hired
It is proposed in the guidelines that tutors with less than graduation qualification should not be allowed to teach in coaching institutes. To ensure proper monitoring, the Center has proposed registration of new and existing coaching centers within three months of the implementation of such guidelines.
The figures are scary
In 2023 alone, 28 cases of suicide among aspirant students were recorded, with the highest number of cases in India’s famous coaching market Kota, Rajasthan. Keeping this in mind, the government has prepared such guidelines so that such incidents can be stopped.
