Employees Transfer Policy Change: This state government has made changes in the transfer policy, due to which unhappy employees can appeal to the competent authority. Earlier, employees used to go directly to the High Court.
Sukhu government, which gave the slogan of system change in Himachal Pradesh, has made another change. Transfer of employees is always a big issue in the state and in such a situation, now the government has added a provision in the transfer policy.
Actually, Sukhu government added a provision in the transfer policy, in which employees unhappy with the transfer can appeal to the competent authority and demand cancellation of their transfer. Earlier there was no such provision and employees unhappy with the transfer used to directly approach the High Court and they also got a stay from there. In such a situation, now the government has said that employees will now be able to present their side to the concerned department before going to the High Court. A notification has been issued in this regard by the Personnel Department on Friday. It is worth noting that this matter is related to about two lakh employees.
Sukhu Sarkar wrote in his order that if an employee who has been transferred is dissatisfied with it, he should not directly approach the Hon’ble Court. The concerned employee should follow the transfer order and join the place of posting so that the work of the government and the department can continue.
Later he can appeal to the competent authority of his department and the appeal will have to be resolved within thirty days. If the competent authority, after thoroughly examining the representation, orders the cancellation of the earlier transfer order, then in that case the earlier posting status will be restored and if the transfer order is not cancelled, the original transfer order will remain in force. This will provide relief to the employees and if the transfer has been done with any wrong intention, then that too can be cancelled.
Why did the government issue the order
In fact, often when a person is transferred due to political animosity or other reasons, then that employee directly approaches the High Court and stays at the original place after getting a stay. In such a situation, when the employee and the officer sent in his place join, both the employee and the officer come face to face on the same post. On the other hand, now if the employee does not go to court, he will first join and then appeal for hearing, so at least there will be no problem regarding the transfer immediately and whether the matter will be resolved or not will be decided later.
