The Central Government has made the path of more than 65 lakh pensioners easy. Especially those pensioners, whose age has become 80 years or more. It is seen that many pensioners, despite their ill health, go to the bank themselves and present the annual life certificate. They have to submit this letter in the month of November every year. If the pensioner does not submit this letter, then there is a hindrance in the release of pension. The central government says that pensioners of old age do not need to come to the bank. They can send this letter to the concerned department or bank from home itself. Through India Post Payments Bank, 1,89,000 Dak Sevaks assist pensioners in submitting ‘Annual Life Certificate’. Apart from this, more than 1,36,000 such desks have been set up in various post offices, where that letter can be deposited easily. Pensioner’s ‘Designated Officer’ If he submits a life certificate signed by him, the same will be considered. Not only this, pensioners can submit their ‘Annual Jeevan Pramaan Patra’ online through the portal sitting at home.
The Ministry of Personnel, Public Grievances and Pensions, Government of India, in its letter dated September 20, states that the pensioner need not personally visit the bank. Guidelines have already been issued in this regard. The ministry says that every pensioner of the central government has to submit an annual life certificate in the month of November to continue the pension. It has been observed that a large number of Central Government pensioners physically approach the branches of banks for this purpose. Earlier this letter was deposited in October, now it is submitted in November. Annual Life Certificate can be submitted manually or digitally as per the convenience of the pensioner. The facility of submission of life certificate has been provided by Pension Disbursing Banks (PDAs). Provided that the pensioner is physically present before the PDA.
According to the ministry, this facility has been provided to the pensioner as per para 14.3 of the plan book issued by the CPAO. The pensioner’s letter gets submitted through a letter signed by the specified persons. As per the plan book of the CPAO, a list of designated officers has been prepared to sign the Annual Life Certificate. Pensioners can submit their life certificate online through Jeevan Pramaan portal sitting at home. In this case UIDAI has provided the details of all the biometric devices, which allow capture of the biometrics of an individual. Pensioners can visit www.uidai.gov.in site of Government of India to get details of all such devices.
India Post Payments Bank sets up 1.36 lakh desks in post offices
The India Post Payments Bank of the Department of Posts in association with MeitY had started this initiative in November 2020 for the welfare of pensioners and pensioners. There is a provision to provide door step service for submission of digital life certificate through postman. For this the department has made use of its vast network of postmen and Gramin Dak Sevaks available across the country. They provide the facility of digitally submission of life certificates to the pensioners at their doorstep. India Post Payments Bank has set up more than 1,36,000 desks in post offices. In addition, over 1,89,000 Dak Sevaks and Gramin Dak Sevaks equipped with smartphones and biometric devices are providing doorstep banking services under the national network. To avail this facility, the pensioner has to download the Postinfo APP from the Google Play Store.
DoPPW has also provided the facility of submission of ‘Annual Life Certificate’ in the branches of 12 Public Sector Banks. Through this, customers do ‘door step banking’ in 100 major cities. Under the Ease of Banking Reforms, the PSB Alliance of the country has started the service for the collection of life certificates through doorstep banking. The DSB agent will go to the doorstep of the pensioner to provide the service. This service can be booked by the pensioner through any of the three channels. The three channels include mobile app, website or toll free number. The mobile app i.e. ‘Doorstep Banking’ can be downloaded from Google Playstore.
