Government of India’s Mission Karma Yogi Scheme: What will be the benefits to the employees?

Mission Karmayogi Scheme or Mission Karmayogi has been approved by the Central Government on 2nd September 2020.

This national programme for the welfare of government employees is a civil servant capacity building/construction programme. National Programme for Civil Servants Capacity Building (NPCSCB) has been launched| This Karma Yogi Scheme is a skill building programme which is the largest Human Resource Development (HRD) reform approved by the Cabinet.



Mission Karmayogi Yojana will be accessible to all from section officers working in the central government to secretaries. The National Programme will be the 2nd route of Civil Servant Capacity Building (NPCSCB) – self-driven and guided.

The mission for civil servants will include a new HUMAN RESOURCES COUNCIL and selected Union Ministers and Chief Ministers headed by Prime Minister Narendra Modi, including eminent academicians and leading thinkers who liked global leaders and civil service leadership.

Institutional Framework for Mission Karmayogi:-



The Cabinet Committee headed by Prime Minister Narendra Modi has approved the launch of The National Programme Mission for Civil Services Capacity Building (NPCSCB) with the following institutional framework:-

Prime Minister’s Public Human Resources (HR) Council,

Capacity Building Commission,

Special Purpose Vehicle for owning and operating the digital assets,

i-GOT technological platform for online training,

Coordination Unit headed by the Cabinet Secretary



NPCSCB will have 2 routes – self-driven where civil servants can choose their area of interest and where government officials will be guided to do their job in an effective manner.

Highlights of NPCSCB:- Mission Karmayogi Yojana

The Karma Yogi Scheme has been designed to focus on capacity building of civil servants.



Mission Karmayogi – NPCSCB will enable government officials to share Indian culture and sensibilities and stay connected to their roots. In the Karma Yogi Scheme, government officials can learn from the best institutions and practices around the world. For National Programme for Civil Servant Capacity Building, Integrated Government Online Training: iGOTKarmayogiPlatform will setup .

Key Principles for Mission Karmayogi Yojana:-

Human Resource Management transitions from “Rules based” to “Role based) . The objective of the Central Government is to align the work allocation of civil servants by matching their needs.



Emphasize “on-site learning” to complement the “off-site” learning process.
Creating an ecosystem of shared training infrastructure . This includes teaching materials, institutions and personnel.

Limit all civil service positions to the framework of roles, activities and competencies (FRACs).

Creating and distributing relevant teaching materials for FRACs identified in each government institution.

Provide learning material to all civil servants. This is an opportunity to continuously build and strengthen behaviour, functional and domain efficiency in their self-driven and mandated learning.



Enable all central ministries, departments and their organizations to invest directly towards co-creation and share the collaborative and general ecosystem of learning through annual financial subscriptions for every employee.

Encourage and partner with best-in-class learning content creators including public training institutes, universities, start-tips and individual experts.

Objectives of Capacity Building Commission in Mission Karmayogi:-



The Central Government has proposed to set up a capacity building commission at Mission Karmayogi. At npcscb, the Commission will ensure a common approach in managing and regulating the capacity building ecosystem on collaborative and co-shared basis. The role of

Capacity Building Commission in Karma Yogi Scheme will be as follows:-

PM to assist Public Human Resources Council in approving annual capacity building plans |
Using functional supervision at all central training institutes dealing with civil service capacity building.

Creation of shared learning resources including internal and external faculty and resource centers.



Ensure coordination and supervision in implementation of capacity building plans with stakeholder departments.

Make recommendations on training and capacity building, pedagogy and standardization of methodology.

Laying down norms for general middle-career training programmes in all civil services.

Financial Implications of Karma Yogi Scheme:-

About 46 lakh central employees of the government will be covered in the Karma Yogi scheme. For this purpose, 510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. Mission Karma Yogi expenditure is partly funded by multilateral assistance of up to $50 million. The wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be established under Section 8 of the Companies Act, 2013.
