According to India’s new liberalized petrol pump licensing rules, petrol pump owners have been allowed to set up EV charging stations and CNG outlets even before they start selling petrol and diesel.

The central government has relaxed the petrol pump licensing rules. The government has said that according to India’s new liberalized petrol pump licensing rules, petrol pump owners have been allowed to set up EV charging stations and CNG outlets even before they start selling petrol and diesel.
Government relaxed the rules
In a clarification to the order dated November 8, 2019, the Ministry of Petroleum and Natural Gas said that the norms for setting up of petrol pumps by new entities have been relaxed. Let us tell you that in this order, a provision has been made for petrol pumps for retail sale of a new alternative fuel such as CNG, LNG or petrol and diesel as well as setting up of electric vehicle charging points.
Government issued orders
The ministry issued a notice on October 5 saying, “However, an authorized unit is required to set up its own retail outlets for petrol and diesel.” The said unit will have to set up facilities at the proposed retail outlet for sale of at least one new alternative fuel like CNG, Biofuel, LNG as well as electric vehicle charging point etc.’.
What does the new rule say?
According to this order, ‘The 2019 order, however, does not stipulate the order in which the delivery of conventional fuels (petrol and diesel) and new age alternative fuels will be started. That is, the sale of biofuel and CNG, EV charging station can be started before the sale of petrol and diesel. In the new liberalized rule, a company with a minimum net worth of Rs 250 crore will be allowed to apply for retail sale of petrol and diesel.
Who has got the license till now
Let us tell you that Reliance Industries Limited, IMC Limited, Onsite Energy Private Limited, Assam Gas Company, MK Agrotech, RBML Solutions India Limited and Manas Agro Industries and Infrastructure have got petrol pump licenses so far under the policy of November, 2019. Apart from this, RIL already had a fuel retailing license, under which it had built more than 1,400 petrol pumps in the country.
But this license was later given to its Reliance BP Mobility (RBML). So Mukesh Ambani’s company applied and got another license. A separate joint venture of the firm with BP, called RBML Solutions India Limited, has also received the license.
