Should you cancel a ride to the train? Are you worried that you will get a refund? If so, now finish all your worries! Indian Railways continues to introduce new initiatives to allow its passengers to fly. The new set of refund laws are valid since 2015, according to the e-ticketing and catering arm of the Indian Railway Catering and Tourism Company (IRCTC).
The revised regulations on refund were adopted with the goal of plugging the gap of abuse, promoting paperless ticketing for passengers, stopping touts and agents on ticket black marketing. For 2019, there were also two new additions to the refund rules.

The cancelation fees are Rs 30 for unreserved (second class) and Rs 60 for second class (reserved) and other classes for cancelation of unreserved, RAC and wait-listed seats.If confirmed reserved tickets are cancelled 48 hours before the scheduled departure of the train, the cancelation fee for first AC / executive class is Rs 240; second AC / first class is Rs 200; third AC / ACC/3A economy is Rs 180; second class is Rs 120 and second class is Rs 60.
When confirmed reserved tickets are canceled within 48 hours and 12 hours before the scheduled departure of the train, the cancelation fee will be 25% according to the minimum charge as per I above.Refund shall be made on partially confirmed tickets up to half an hour before the scheduled departure of the train. Refund of unused RAC / WL tickets shall be paid up to 30 minutes before the scheduled departure of the train subject to a deduction of the clerk’s fee.

If the railway ticket is surrendered within a specified period of time, the refund will be handed over to the PRS counter. If the ticket has been cancelled through the official IRCTC website or 139, the person can collect the refund amount from the booking counter.

If someone cancelled the ticket online, the refund would be credited within 5 days to their bank account. If the ticket is cancelled across the counter of the station, the refund will be issued over the counter within seven days.

If someone wants a refund on unused tickets, then they can check through major stations with station masters / managers as they have special discretionary powers. This can be done where, due to the expiry of the given time limit, a refund at the station is not allowable.

- In situations such as floods, bandh unrest, etc., and where the individual is unable to meet the booking counter within the given time, he / she will file Ticket Deposit Receipt (TDR) within 3 days. Subsequently, the individual can applies for a fare refund to the CCM. In cases of TDR, the refund will be given within 90 days.

A refund will not be granted for misplaced / lost tickets. If the authenticity of a torn / mutilated ticket can be verified, the refund will be given to the person based on the details that can be seen on the ticket’s face.When proof of the misplaced / lost ticket / RAC otherwise double visa travel will be given on the same reservation.

No refund will be granted if tatkal tickets are cancelled. It is also not possible to cancel a ticket booked online once the chart is prepared, but in such cases the online TDR filing can be used to track the refund status through IRCTC’s tracking service.

If the e-ticket belongs to a family / party where the reservation has been confirmed by some members while others are on the RAC or waiting list, the full refund of the fare, less clerkage, will be allowed for confirmed members. However, this will happen if an online TDR is filed or the ticket is cancelled online within half an hour before the scheduled departure of the train for all passengers.

Last year, IRCTC introduced a new OTP-based refund system for e-tickets booked by IRCTC’s authorized agents. In this case, if someone plans to cancel a ticket or drop a fully-listed ticket, an OTP SMS will be sent to him / her along with the amount of the refund indicated. In order to get the reimbursement number, the individual will be required to share the OTP with the agent who has booked the fare.
