Life Certificate Submission Rules: Now pensioners can submit annual life certificate in 6 ways, know in details

For those receiving government pension, the annual life certificate, or Jeevan Pramaan Patra, must be submitted by November 30, 2022. There are six ways a pensioner can submit their annual life certificate digitally

Digital Life Certificate for Senior Citizens

The Digital Life Certificate (Jeevan Pramaan), a digital service with biometric support, is available to pensioners. They can generate DLC utilising the Aadhaar-enabled biometric authentication method instead of travelling to the disbursing agency’s office to present a physical life certificate

According to a circular issued by the Department of Pension and Pensioners’ Welfare on September 30, 2022, pensioners can submit the life certificate by using the Doorstep Banking Alliance of 12 public sector banks or the Doorstep Service of the postal department for submission of Digital Life Certificate. The following 6 methods can be used by a pensioner to manually or digitally submit an annual life certificate:

1. How to submit life certificate through Jeevan Pramaan Portal

Through the Jeevan Pramaan Portal, pensioners can submit their life certificates online. The Jeevan Pramaan app must be downloaded from the portal by a pensioner. A pensioner must also submit their fingerprints using UIDAI-mandated equipment.An OTG cable can be used to link a fingerprint device to a mobile phone. The Jeevan Pramaan portal has a list of UIDAI-mandated devices.

2. How to submit life certificate through India Post Payments Bank (IPPB)

In November 2020, the Department of Pension & Pensiöners’ Welfare successfully launched the “Doorstep Service for Submission of Digital Life Certificate by Postman” initiative, which was developed by the India Post Payments Bank (IPPB) of the Department of Posts and Meity. A pensioner must download the “Postinfo APP” from the Google Play store in order to use this function via a mobile device. 3. How to submit life certificate through doorstep banking

Doorstep Banking is also offered through the Alliance, which consists of 12 public sector banks and provides “Doorstep Banking” for its clients in 100 major cities across the nation. The service for collecting life certificates has been made available by PSB Alliance under the guise of doorstep banking. A DSB agent will come to the pensioner’s door to provide the service. The pensioner can reserve a service using any of the three available channels, including a mobile app, a website, or a toll-free number.

4. How to submit life certificate through face authentication

Using the Face Authentication technology system based on UIDAI Aadhaar software, pensioners can also submit Life Certificates. With this method, a Digital Life Certificate can be created from any Android-based smartphone by taking a live photo of the pensioner and uploading it online to the Jeevan Pramaan mobile application.

5. How to submit life certificate through postman at home

The Department of Posts along with the Ministry of Electronics and Information Technology (Meity) launched the Doorstep Service for submission of Digital Life Certificate through Postman in November 2020. To submit a life certificate using this facility, a pensioner will have to download the Postinfo App from Google Playstore.

6. How to submit life certificate signed by designated official

In the event that a pensioner submits a life certificate form that has been signed by a “designated official,” personal appearance is not necessary. According to paragraph 14.3 of the CPAO-issued Scheme Booklet, a pensioner who presents a life certificate in the required format and with the required signatures is excused from appearing in person. According to the CPAO scheme handbook, a list of designated officials who are authorised to sign life certificates is included as Annexure-I.
