The CPAO (Central Pension Accounting Office) scheme booklet states that these pensioners are not required to be physically present. A list of all such named officers who are eligible to put their signatures on the life certificate has been released.
It has been said that if a pensioner submits the life certificate form signed by the designated officer then personal presence is not required. As per paragraph 14.3 of the Scheme Booklet issued by CPAO, a pensioner who submits the Life Certificate in the required format and with required signatures is exempted from appearing in person.
