If an applicant fails to make the required payment within the stipulated time limit, his allotment will be cancelled and the shop may be given to another applicant.
UP Liquor Shop Lottery Registration: The process of online lottery registration for those wishing to open a liquor shop in Uttar Pradesh has started from Friday, February 14. The Excise Department has released the list of Desi liquor, composite, model and bhang shops to be opened in 75 districts of the state on the website of the local district administration. Under this process, a total of 1,071 new shops will be allotted in Lucknow, including 572 Desi liquor, 400 composite, 56 model and 43 bhang shops. Interested applicants can apply online till February 27. The lottery draw of the first stage will be released on March 6.
Registration and application process
The lottery registration process has started from 4 pm on 14 February 2025. The last date to apply and deposit the processing fee has been fixed till 5 pm on 27 February 2025. Note that applications are being accepted only through the online portal. For this you can visit the official website of the government exciseelotteryup.upsdc.gov.in. Every applicant must enter the PAN number during registration and only one registration will be valid on one PAN number.
According to the government website, a citizen from any area of the state can participate in this process and apply for a shop in any district. However, an applicant will be allotted a maximum of two shops, no matter how many shops he has applied for.
Important guidelines related to the application
It is important to provide correct and complete information while filling the application form. Wrong or incomplete information may result in rejection of the application.
The processing fee will be paid only through the online portal. Payment made through any other mode will not be accepted.
If your processing fee remains pending or failed till 05:00 PM on 27th March, then you can submit the draft of the processing fee in the office of the concerned District Excise Officer till 08:00 PM on the same date, by doing so your application form will be included in the e-lottery.
New rules and changes
Some important changes have been made in the lottery process this time. Now only individual applicants will be allotted shops while companies, private firms or partnership firms will not be able to participate in this process. This change has been made to prevent the irregularities seen in the past and to make the business transparent.
Apart from this, the requirement of depositing earnest money for the participants has been abolished from this year. Now, after getting the allotment of the shop, e-bank guarantee has to be submitted within the stipulated time limit. Also, the rules for solvency certificate have been made flexible and now certificates issued by private valuers will also be valid. Earlier these certificates could be obtained only from the office of the District Magistrate.
Processing Fee and Lottery Process
The non-refundable application processing fee for applying for liquor shops across the state has been fixed differently depending on the type and location of the shop. The processing fee for desi liquor, composite and model shops will be between Rs 40,000 and Rs 1,00,000. The cities, towns and remote areas of UP have been divided into five different categories and the fee has been fixed on that basis.
