New Delhi The Union Home Ministry has said that the states’ opinions have been taken into consideration in the guidelines issued for the fourth phase of nationwide lockdown. Guidelines have been prepared on the basis of the views revealed in the meeting of the Chief Ministers of the states with Prime Minister Narendra Modi on 11 May.
Union Home Secretary did video conferencing with the Chief Secretaries of the states
While videoconferencing the Chief Secretaries of all the states on Sunday night, Union Home Secretary Ajay Bhalla said that the states will determine the Green, Orange and Red zones as per the revised instructions of the Ministry of Health under the guidelines coming into effect from Monday. The district administration and local bodies will mark the containment and buffer zones within the red and orange zones.
State governments cannot relax restrictions
Bhalla made it clear that state governments cannot relax restrictions imposed by the Center. However, according to local conditions, they will have the right to prohibit some additional activities or extend restrictions outside the containment zone. The Union Home Secretary asked all the states to ensure adherence to the new guidelines of the Center.
More workers help run the special train
Cabinet Secretary Rajiv Gauba has requested the state officials to cooperate in running more labor special trains to facilitate the movement of migrant workers.
The Chairman of the Railway Board present in the video conference assured that if the states provide early approval then more labor special trains can be started. The state governments requested to make DM and SP responsible for the protection of migrant laborers. For quarantine, workers in states will be taken to the camps.
What will happen in Lockdown 4.0
– All cinema halls, shopping malls, gymnasiums, swimming pools, amusement parks, theaters, bars and auditoriums, assembly halls and similar places will remain closed.
– Metro and rail services will be closed across the country. Schools, colleges and coaching will also be closed.
– Air ambulances are exempted for domestic medical services, domestic air ambulances and security purposes. Except for these functions, all domestic and international air travel will be closed.
– All social, political, religious functions and places of worship will remain closed during lockdown.
– All hotels and restaurants will be closed except for hotels which support in medicine. Although home delivery can be facilitated.
– Air ambulances are exempted for domestic medical services, domestic air ambulances and security purposes. Except for these functions, all domestic and international air travel will be closed.
