Union Finance Minister has released the budget. The people of Delhi had high hopes from this budget. The development of the capital has been given priority in the budget. Apart from AIIMS in Delhi, the budget of other 4 central hospitals has been increased. Apart from this, there is a plan to take forward the Metro and RRTS projects. Let’s know about it in detail.
Infrastructure development is one of the seven priorities set by the central government in this budget. Metro rail projects are an important part of this sector which gives impetus to the country’s growth engine, on which the central government has been focusing a lot. At present, metro trains are running in 18 cities of the country and there is a plan to bring metro in 10 more cities in the next 2 years.
Apart from this, an amount of Rs 3596 crore has been made available in the general budget for the Rapid Rail Transit System (RRTS), which will give a boost to the transport system of Delhi-NCR.
On the other hand, except for AIIMS, this time the central government has increased the budget of the remaining four hospitals in Delhi, while the budget of AIIMS has been cut. Usually, the budget of AIIMS has been increasing every year, but this time the Center has focused more on the rest of its hospitals.
19518 crore for metro project
In Delhi too, the work of the fourth phase of Metro is in progress. In such a situation, it was expected that there could be a good increase in the budget for metro rail projects, but there was some disappointment in this matter. Compared to the last financial year, this time the budget of metro projects has been increased by only 2.7%. This increase has also happened in the share of the central government.
In the financial year 2022-23, where the central government had allocated a total of Rs 18998 crore for metro projects, a total provision of Rs 19518 crore has been made for 2023-24. Out of this Rs 4471 crore will be given as equity investment i.e. central government’s share in metro projects. Last year Rs 3454.91 crore was received under this head.
However, only Rs 1,324 crore will be available for sub-ordinate debt, i.e. loan and tax compensation for metro projects, whereas last year Rs 1,717.80 crore was given under this head. Similarly, Rs 13723 crore has been allocated as pass-through assistance for repayment of loan taken from Japanese agency JICA, whereas last year Rs 13825.29 crore was allocated under this head.
RRTS got 3596 crores
An amount of Rs 3596 crore has been made available for the Rapid Rail Transit System (RRTS) in the general budget. The total length of the Delhi-Ghaziabad-Meerut corridor is 82 km. About 17 kilometer priority section between Meerut-Sahibabad will become operational this year itself. At present, trial run of trains is going on on this section.
NCRTC informed that more than 14000 laborers and 1100 engineers are working day and night on the corridor. Apart from 35% underground (tunnel) and 65% elevated viaduct, the construction work for the corridor has been completed so far. NCRTC has made available the same amount in the budget as the demand for funds sent by the government for the project. However, in the last year’s budget i.e. in the year 2021 Rs 4472 crore and in the year 2020 Rs 2487 crore were given.
AIIMS budget reduced
In the budget for the financial year 2023-2024, the Center has allocated Rs 55.33 crore less to AIIMS than last year. Last year, AIIMS was given a budget of 4190 crores, which has come down to 4134.67 crores this time. Although experts say that apart from AIIMS, other hospitals also need a good budget, only then there can be an increase in infrastructure and medical care. The budget of AIIMS has definitely decreased this year, but even now the budget of AIIMS is more than that of all the other four hospitals. All other hospitals together have a budget of 4062.20 crores, while AIIMS alone has been given 4134.67 crores.
Increased budget of other hospitals in Delhi
The Center has earmarked the maximum increase in funds from its kitty this time for RML. RML’s budget has made a big increase of 176.38 crores. Last year the budget of RML was 1095.80 crores, which has been increased to 1272.18 crores this time. After this, 138.34 crore has been increased for Safdarjung Hospital.
Last year its budget was 1715 crores, which has been increased to 1853.34 crores this time. 58.15 crore has been increased in the budget of Lady Hardinge Hospital. Last year the budget was 710 crores, which has been increased to 768.15 crores this year. On the other hand, there has been an increase of 19.09 crores in the budget of Kalavati Saran Hospital. Last year its budget was Rs 149.44 crore, which has increased to Rs 168.53 crore this time.
