The new Motor Vehicles Act has come into force in the country from today, after which you do not need to keep a hard copy of your license, RC or other documents. Documents of vehicles including driving license can be maintained through online portal from Thursday. These changes will be implemented under the Motor Vehicles (Amendment) Act 2019 (Road Transport and Highways under the Motor Vehicles (Amendment) Act, 2019) by the Ministry of Road Transport and Highways of the Government. The government says that these changes will help in better implementation of traffic rules in India and will prevent the harassment of drivers.
These changes in motor vehicle rules
Hard copies will not be demanded for checking the documents of vehicles found valid through electronic means. This includes driving license, registration certificate (RC), insurance documents etc. Documents can be uploaded to DigiLocker or m-Parivahan.
Details of disqualified or revoked driving license by the licensing authority will be recorded and updated chronologically in the online portal. The behavior of the driver will also be monitored.

Identification of the police officer in uniform will be done to avoid undue harassment of drivers and re-examination or inspection of vehicles. The date-time to be investigated, the seal and the identity of the officer will be recorded on this portal.
E-challans will be issued on the portal. Mobile phones can only be used for route navigation in such a way that it does not disturb the concentration of the driver.
Online license process
First of all, you have to go to the Sarathi website and download the online application form. Fill the form according to the instructions given on the screen and click ‘Submit’. Upload all the required documents along with the application form (such as proof of age, proof of address, learner’s license number). After submitting, you will receive a web application number, which will later be used to track the application status. After the application is complete, you will be given information on your registered mobile number.
