The rules related to setting up of scrapping centers have come into force from September 25 under the ambitious vehicle scrap policy of the central government to make kanchan from waste. Under this, if your old vehicle fails the fitness test twice, then it will go straight to the junk. However, once the vehicle fails the fitness test, you can get it re-tested by paying the required fee.
According to the new rule, if you are not satisfied with the results of the fitness test, then the vehicle owner can appeal by paying the required fee. The authority may order a partial or complete inspection of the vehicle within 15 days from the date of filing of the appeal. If the vehicle is found to be fit in this fitness test, the Appellate Authority may issue a fitness certificate for such vehicles. The decision of the Appellate Authority shall be final and binding. As per the rules, commercial vehicles are required to undergo a fitness test every two years for 8 years. Vehicles older than 8 years are subject to fitness checks every year. At the same time, the registration of private vehicles is renewed after 15 years and their fitness check is done at the same time. After this, their fitness test is done in five years after defeat.
Rules for opening fitness testing center also came
The central government has notified new rules for opening fitness testing centers. Under this, any person, company, firm or society can apply to the state government to open a registered vehicle scrapping center and scraping yard. Experts say that in view of the government’s policy of promoting clean fuel in place of petrol and diesel, a new industry of scrumping is going to arise in the country. Where new entrepreneurs and new employment opportunities will be created.
A senior official said that a bank guarantee of Rs 10 lakh is required to set up a scrapping center and scraping yard. To start the process, an amount of one lakh rupees will have to be deposited, which will not be refunded. He informed that there are plans to open 75 Registered Vehicle Scraping Centers (RVSS) in PPP mode with the State Governments in the next four years. These centers will be valid for 10 years. After that they have to be renewed.
Will help in reducing import bill
The State Transport Commissioner will be responsible for its operation and monitoring. Here 15 years old commercial vehicles and 20 years old private vehicles will be scrapped. He told that the government wants to reduce the eight lakh crore bill of petrol and diesel fuel imported annually. In its place, clean fuel is promoting bio fuel, CNG, hydrogen, ethanol, methanol etc. At present, several crore old vehicles are running on the roads in the country. Which will be declared as junk and removed from the road. The scrap policy will be implemented from June 2024. After this date, old vehicles will not be able to run on the roads.
There will be an investment of 10 thousand crores
Experts say that the scrapping policy will give impetus to the cyclical economy and investment of Rs 10,000 crore will come. This will create new employment opportunities. The center will give a certificate on giving the old vehicle. By showing this, the registration fee will be waived on the purchase of a new vehicle and road tax will also be exempted. With this, the consumer will be free from the loss due to maintenance cost, repairing cost and low mileage of the used vehicle. Older vehicles are more prone to road accidents. At the same time, the new vehicle will be with modern technology and more mileage.
