The term of all the panchayat representatives, including the village head in the state, ends on December 25, but no guide line has been issued regarding the process. In such a situation, it is believed that due to Corona, the Panchayat elections in the state can be extended for a few months.
The Election Commission has alerted the officers of the state district that panchayats should start preparatory preparations for the elections. In the districts of the province, where the situation of Corona seems to be better, the work of preparing voter list will start from September 15. Booklets and forms have already been sent from the commission. First there will be door to door survey, BLO will note the name on the calculation card, their Aadhaar and mobile number which is already name will be taken. After this, the names of voters whose names will be saved in the voter list will be filled and included.
Actually, the tenure of the existing village heads of 59,163 gram panchayats in Uttar Pradesh is coming to an end on December 25. In the same sequence, the tenure of the District Panchayat President on January 13 next year and the Area Panchayat President on March 17 are being completed. In such a situation, it is very difficult for the administration to get the panchayat elections in October-November, because the Election Commission needs at least six months to conduct the panchayat elections. Apart from this, after completion of all preparations, the Election Commission needs at least 40 days to complete the process of panchayat elections.
It is believed that this time the Uttar Pradesh government will hold the election of Zilla Panchayat member, BDC, Pradhan and Gram Panchayat member simultaneously. The commission has been instructed to make preparations to the districts, they are in the order of holding elections simultaneously on all four posts. It is clear that whenever elections are held in UP, all the posts will be held simultaneously.
There is also a limit for the panchayats of the state. Apart from this, the gram panchayats that have been merged with the urban bodies in the last 5 years are to be removed and now wards of such panchayats are to be decided afresh. The detailed review of the voter list starts on September 15, which may take two to three months. In the same way, there seems to be a possibility of elections next year. In such a situation, the UP government can end the tenure of the village heads and form an administrative committee consisting of the village head and ward members. During this time, only the village heads can be made administrators and they can be given development work in the village.
